mmm run speed is removed from FoR now but we are still shafted with it being in the major evasion buff. looks like ill spend more time on my soldier... we finally got a update to our evades (while everyone and their mother got more AR) and now its useless wheeeee

yeah so form of risian now doesnt stack with RI, elude step and is overwritten by stutter step :( becuse they, in their infinite wisdom, decided that it should now rest in the major evade buff line. so I now lose 19%*(not 16) evades off base (24% if i hotswap items to cast) and can no longer get gsf...

* Form Of Risan should now correctly require SI/PM and no longer has an associated runspeed debuff.
