So i have always noticed a duplicate header when using ALL versiors of IE. When I use FIREFOX it appears normal......

WB Sookie. Use compatibility mode on IE, should fix your issue.

In IE Tools menu you will see a function called "compatibility view" select that and BAM banners gone. Note doing so logs you out so do it before you log in.
You can also change settings to make the AP website perma compatible view!!
